Sinopec Engineering Construction Co., Ltd. won the bid for Section 2 of the overall design work for Tahe Refining and Chemical Complex Project. On November 8, the candidates who submitted bids for Section 2 of this overall design project were made public. First winning bidder: Sinopec Engineering Construction Co., Ltd. Bid Section 2: (1) The overall design of the refining and chemical integration project at Tahe Refining and Chemical Company (including the preparation of the overall design budget) as well as related technical services. The scope of the work includes: ① Construction of 9 sets of facilities, including 1.5 million tons per year of continuous reforming capacity, 800,000 tons per year of ethylene cracking capacity, 800,000 tons per year of aromatic compound production capacity, two sets of facilities with 400,000 tons per year of polyethylene production capacity each, 300,000 tons per year of polypropylene production capacity, 450,000 tons per year of cracked gasoline hydrogenation capacity, 100,000 tons per year of butadiene extraction capacity, and 100,000/30,000 tons per year of MTBE/butene-1 production capacity; in addition, there are also associated tank areas and storage and transportation facilities ; ②Construction of 2 new 65 tons/hour gas boilers and 1 25-megawatt back-pressure steam turbine generator set; as well as utility and auxiliary facilities such as air separation and air compression systems, circulating water systems, fire protection water systems, waste alkali oxidation units, condensate recovery units, substations, flare systems, and control rooms within the area covered by this contract section ; ③General layout and vertical arrangement plans for the area of this bid section, inter-plant pipeline corridors (up to the boundary of the refinery area fence) ; ④Inter-plant power supply project (mainly including the construction of a new 220kV substation in the chemical industry zone, the power supply lines from the 220kV substation in the chemical industry zone to the 110kV substation in the refining area, and related facilities) ; ⑤Projects such as the new railway outside the chemical industrial zone (a dedicated railway line running from the connection point at the freight station in the chemical industrial park of the Kuche Economic and Technological Development Zone to the chemical industrial zone of the Tahe Refining and Chemical Company) and the dedicated railway lines within the chemical industrial zone ; ⑥Supporting facilities such as apartment buildings in the area in front of the factory, staff canteens, and property management buildings. ⑦Temporary works and similar projects within this project area; (2) Overall design and digital delivery of the integrated refining and chemical processing project (including the refinery area, chemical plant area, off-site works, utility systems, and auxiliary facilities). On September 20, the Sinopec Tahe Integrated Refining and Chemical Processing Project officially commenced construction. As a landmark project aimed at implementing the policy of processing oil locally in Xinjiang and promoting the local transformation of resources in southern Xinjiang, the completion of this project will significantly enhance the region’s capacity for deep processing of crude oil, facilitate the transition from refining to high-end chemical production, and contribute to the optimization of Xinjiang’s industrial structure as well as the high-quality development of its regional economy. This project serves as a \"bridgehead\" for Sinopec’s efforts to promote integrated industrial chain development in Xinjiang, and it boasts significant core advantages. The main construction activities include upgrading Unit 1, with a capacity of 1.5 million tons per year, to an atmospheric distillation unit with a capacity of 5 million tons per year, as well as building 16 new refining and chemical production units, including ones for hydrocracking with a capacity of 2.4 million tons per year, continuous reforming with a capacity of 1.5 million tons per year, ethylene cracking with a capacity of 800,000 tons per year, and aromatic compound production with a capacity of 800,000 tons per year. At the same time, the existing 4 units, including Unit 2 with a capacity of 3.5 million tons per year for atmospheric and vacuum distillation, will be upgraded, with full completion planned for 2029. Location: Chemical industry zone in Kuqa Economic and Technological Development Zone, Aksu Region, Xinjiang
Scope of Construction: Expand the existing refining capacity at Tahe Refining & Chemical from 5 million tons per year to 8.5 million tons per year, and build new production facilities for 800,000 tons per year of ethylene and 800,000 tons per year of aromatics. In the old refinery area, it is planned to build a No. 3 vacuum distillation unit with a capacity of 5 million tons per year, a No. 3 delayed coking unit with a capacity of 2.2 million tons per year, a hydrocracking unit with a capacity of 2.4 million tons per year, a PSA unit with a capacity of 100,000 standard cubic meters per hour, a No. 4 sulfur recovery unit with 2 units each having a capacity of 60,000 tons per year, a No. 2 jet fuel hydrogenation unit with a capacity of 1 million tons per year, 2 fluidized bed residue hydrogenation units each with a capacity of 2 million tons per year, and a No. 1 hydrogen production unit with a capacity of 80,000 standard cubic meters per hour. In the new chemical plant area, it is planned to build an ethylene plant with a capacity of 800,000 tons per year, a pyrolysis gasoline hydrogenation plant with a capacity of 450,000 tons per year, a butadiene extraction plant with a capacity of 100,000 tons per year, MTBE/butene-1 plants with capacities of 100,000/30,000 tons per year respectively, Plant #1 for polyethylene production with a capacity of 400,000 tons per year, Plant #2 for polyethylene production with a capacity of 400,000 tons per year, a polypropylene plant with a capacity of 400,000 tons per year, an aromatic compounds complex plant with a capacity of 800,000 tons per year, and Plant #2 for continuous reforming with a capacity of 1.5 million tons per year. As well as the utility systems, auxiliary facilities, storage and transportation facilities, environmental protection facilities, and off-site projects that are upgraded or newly constructed concurrently. Annual operating hours: 8,400 hours for the refining unit, continuous reforming and aromatic compounds production units; 8,000 hours for the chemical processing unit. Estimated date of commissioning: The refining and aromatic compounds production units are set to begin operations in June 2028, while the ethylene production unit will start operating in October 2029. Sinopec Tahe Refining & Chemical Co., Ltd. is located in Kuqa City, Aksu Region, Xinjiang. It is Sinopec’s only refining and chemical enterprise in Xinjiang, and was established through a joint investment by Sinopec Corporation and Kuqa Asset Management Co., Ltd. At present, Tahe Refining & Chemical Company operates 16 production units, including atmospheric and vacuum distillation, delayed coking, hydrogen production from natural gas, hydroprocessing of gasoline and diesel, continuous reforming and hydroisomerization, as well as hydroprocessing of aviation fuel. The processing capacity is 5 million tons per year at atmospheric pressure and 500,000 tons per year under reduced pressure. It processes high-sulfur Tahe heavy crude oil, and can produce products such as gasoline, diesel, petroleum asphalt, mixed xylene/reformed oil, liquefied petroleum gas, petroleum coke, and sulfur.
