Project Name: Industrial Demonstration Project for Polyolefin Elastomers (POR) ； Construction location: Weibei Coal Chemical Industrial Park ； Construction unit: Shaanxi Shanmei Xiechuangda New Materials Co., Ltd ； Construction type: New construction ； Construction content and scale: Construction of a production facility capable of producing 35,000 tons per year of polyolefin elastomers (POR) on a dry basis, along with associated facilities ； Total project investment: The total investment amounts to 1,319.67 million yuan, with an environmental protection investment budget of 64.35 million yuan, accounting for 4.88% of the total investment ； Land area: This project is planned to be constructed within the 525.4 mu of land acquired by Xiechuangda New Materials Company ； Labor quota and working system: The labor quota for this project is 190 people, with an annual operating time of 8,000 hours; a four-shift, three-shift operation system is adopted. Product plan: This project is an industrial demonstration project for polyolefin elastomers (POR). The polymerization section is equipped with 2 production lines capable of producing 17,500 tons of POR per year, resulting in an annual production capacity of 35,000 tons of polyolefin elastomers (POR). The industrial demonstration project for polyolefin elastomers (POR) is located within the Weibei Coal Chemical Industry Park, in Pucheng County, Weinan City, Shaanxi Province. The project was registered with the Weinan Administrative Approval and Service Bureau on July 4, 2025, under project code 2507-610526-04-01-113143. Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. (formerly Pucheng Shanmei Technology Research Institute Industrial Demonstration Base Co., Ltd.) was established in March 2021, and was renamed Shaanxi Shanmei Xiechuangda New Materials Co., Ltd. in June 2025. With a registered capital of 592.9513 million yuan, the company is located in the Weibei Coal Chemical Industry Park in Shaanxi Province. It was established through joint investment by Pucheng Clean Energy Chemical Co., Ltd. and Shaanxi Coal Technology Research Institute. Utilizing proprietary patented technologies from the latter, the company is building an industrial demonstration project for polyolefin elastomers (POR) with an annual production capacity of 35,000 tons; construction is scheduled to begin at the beginning of 2026.
