On April 15, the list of candidates shortlisted for the public tender for the general contracting of PC projects related to the power station, heat exchange stations, coal storage and transportation systems, overall plant transportation infrastructure, underground pipeline networks throughout the plant, and lighting systems for Xinjiang Shanneng Chemical Co., Ltd.’s 800,000 tons per year coal-to-olefins project in Wucaiwan, Zhundong, was made public. First winning bidder: China Chengda Engineering Co., Ltd. (consortium member: China Chemical Engineering Sixth Construction Co., Ltd.) Bid price: 1,232,760,430.94 yuan (excluding tax), 1,356,000,000 yuan (including tax). Second winning bidder: China Energy Construction Group Zhejiang Thermal Power Construction Co., Ltd. (consortium member: China United Engineering Co., Ltd.) Bid price: 1,240,187,303.92 yuan (excluding tax), 1,365,356,986.07 yuan (including tax)
Winner of the EPC contract for gasification and conversion facilities: China Tianchen Engineering Co., Ltd. Contract value: 1,862,851,763.45 yuan (excluding tax), 2,068,000,000 yuan (including tax). The winner of the EPC contract for the methanol synthesis plant is China Chengda Engineering Co., Ltd.; the contract value is 509,956,551 yuan. The winner of the EPC contract for the purification unit is China Wuhuan Engineering Co., Ltd., with a contract value of 750,615,818 yuan. The supplier for the carbon dioxide compression units is Shenyang Turbine Machinery Co., Ltd. For the EPC of the methanol-to-olefins plant, SINOPEC Engineering Construction Co., Ltd. SEI is responsible. China Wuhuan Engineering Co., Ltd. provides services related to the basic design of the hydrogen production system through water electrolysis. China Tianchen Engineering Co., Ltd. is responsible for the overall design, management and technical services, as well as the basic design and some of the detailed designs. China Wuhuan Engineering Co., Ltd. is also in charge of the basic design of the purification units (low-temperature methanol washing, cryogenic processes, CCUS, sulfur recovery), while China Tianchen Engineering Co., Ltd. handles the basic design of the air separation, gasification, and shift units. Daqing Petrochemical Engineering Co., Ltd. is responsible for the air separation technology, process packages, and complete sets of equipment. The total investment in Shandong Energy Xinjiang Energy Chemicals’ Zhundong Coal Chemical Integration Project is 33.8 billion yuan. It includes four sub-projects: a coal-to-olefins plant with an annual production capacity of 800,000 tons; the first phase of Project No. 4 for the Wucaiwan mining area, with an annual production capacity of 23 million tons; a dedicated railway line for this integration project; and a living facility for the same project. The first-phase project of Open Pit No. 4 in the Wucaiwan mining area in Zhundong covers an area of 96.88 square kilometers. The designed recoverable amount of raw coal is 2.958 billion tons, with an annual production capacity of 23 million tons per year, and a designed service life of 128.6 years. The Shandong Energy Yankuang Xinjiang Energy Chemical Zhundong Coal Chemical Integration Railway Dedicated Line project is a dedicated transportation railway supporting the No. 4 open-pit coal mine and the 800,000 tons per year coal-to-olefins project; it is designed as a single-track railway. The line connects to the Zhundong Station of the Wujiang Railway and leads to the newly built Shanneng Chemical Industry Station. It is 24.37 kilometers long, with a designed speed of 80 kilometers per hour and a designed transport capacity of 35 million tons per year. The 800,000 tons per year coal-to-olefins project of Xinjiang Shanneng Chemical Co., Ltd. in Wucaiwan, Zhundong, has a total investment of 20.858 billion yuan. It is located in the Huoshao Mountain Industrial Park within the Wucaiwan mining area of the Zhundong Economic and Technological Development Zone in Xinjiang. The project uses coal as raw material; through gasification, purification, and synthesis, MT0-grade methanol is produced. MT0 technology is then employed to manufacture polymeric-grade ethylene and propylene monomers, which are further processed via polymerization to produce high-density polyethylene, polypropylene products, and other by-products. The construction scope includes air separation units, gasification units, purification units (shift, low-temperature methanol washing and cryogenic processes, CCUS, sulfur recovery), methanol synthesis units, methanol-to-olefins units (MTO, olefin separation, steam cracking, butene-1 and other units), polyethylene plants, polypropylene plants, hydrogen production units via water electrolysis, as well as the associated utility systems and auxiliary facilities. Sinopec Engineering Construction Co., Ltd. is responsible for the EPC general contracting of the methanol-to-olefins plants (MTO, olefin separation, butene-1, and steam cracking).
