The fourth category of controlled chemicals includes specific organic chemicals other than ** and pure hydrocarbons; “specific organic chemicals” refer to any chemicals that belong to a class of carbon compounds other than carbon oxides, sulfides, and metal carbonates, and can be identified by their chemical names, structural formulas (if known), and Chemical Abstracts Service registry numbers (if such numbers are available). It is necessary to comply with the Regulations of the People’s Republic of China on Controlled Chemicals (Decree No. 190 of the State Council).
