Every major industrial safety accident brings about devastating disasters: lost lives, broken families, and severe damage to businesses… The pain caused by such accidents is profound, and the lessons learned are harsh. A thorough analysis of accidents reveals that every production safety incident is caused by the failure to fulfill the enterprise’s primary responsibilities. Therefore, learning from the lessons of blood-draining accidents and promoting the fulfillment of enterprises’ primary responsibilities for safe production is key to preventing such accidents. In recent years, **** has issued a series of important directives on work safety, emphasizing that development must never come at the cost of safety – this should be regarded as an unbreakable red line. It is necessary to ensure that \"one accident in one factory serves as a lesson for thousands of factories, and any potential hazard in one area serves as a warning for the whole country.\" The provincial Party committee and the provincial **attach great importance to this issue, and have put forward clear requirements and made arrangements to strengthen work related to work safety, ensure that enterprises assume their primary responsibilities, and carry out warning education. The province has specifically issued the \"Regulations on the Primary Responsibilities for Work Safety of Production and Business Entities in Shandong Province\", aiming to urge enterprises to fulfill their primary responsibilities in accordance with the law and to strengthen enterprise safety management. To earnestly implement the spirit of ****’s important instructions as well as a series of decisions and arrangements made by the provincial Party committee and the provincial **, to fully fulfill enterprises’ primary responsibilities for work safety, and to effectively prevent accidents from occurring. The Provincial Work Safety Supervision Bureau has decided to use accident cases to carry out safety awareness campaigns among enterprises across the province. It selected 87 typical cases from the major production safety accidents that have been resolved in recent years, and compiled them into the \"Compilation of Typical Cases of Major Production Safety Accidents in Shandong Province\". It is hoped that various production and business units will use this compilation of cases as a teaching material to organize accident warning education activities, so as to maintain a constant sense of alert, draw lessons from such incidents, and fulfill their corporate responsibilities through the painful lessons of these accidents and the severe legal consequences they entail. It is necessary to study carefully laws and regulations such as the Work Safety Law, the Regulations on Work Safety in Shandong Province, the Provisions on the Primary Responsibilities of Production and Business Entities for Work Safety in Shandong Province, and the Measures for the Safe Management of Hazardous Chemicals in Shandong Province. One should develop a strong awareness of the red lines related to work safety and a commitment to the rule of law, ensuring that production activities are carried out in accordance with the law. It is necessary to strengthen training for all employees regarding safe production, strictly implement the three-level training system as well as the training requirements for those engaged in special types of work, and organize workers to learn and master the rules and regulations related to safe production, relevant standards and procedures, as well as the safety operation skills required for their positions. It is necessary to fully implement the safety production responsibility system for all employees, by formulating comprehensive lists of responsibilities for employees at the enterprise level, in workshops, teams, and individual positions, so that everyone can fulfill their duties as outlined in these lists. It is necessary to establish a system for hierarchical management of work safety risks in accordance with the law, conduct regular inspections and rectifications of potential safety hazards, accelerate the development of the \"two systems\" for safety risk control and hazard inspection and remediation, continuously improve the level of enterprise safety management, ensure safe production in enterprises, and safeguard the lives and property of the general public.
