The Lightning Safety Code for Petroleum and Petroleum Facilities GB1559-2009 requires that “loading and unloading of petroleum products should be halted during thunderstorms, and the openings of storage vessels should be closed.” In practice, ships are usually connected to shore via hoses or transfer arms; when thunderstorms occur, operations need to be stopped. Should the connection between the ship and shore also be severed, or is it sufficient to simply stop the operations? If we only stop the operation, is it then unnecessary to remove the transfer arm and hoses?
