Regarding the emergency shutoff setup for liquid ammonia storage tanks

The regulations require that emergency shut-off devices be installed for the inlet and outlet of storage tanks involving major hazard sources. Then, is it necessary to install a shut-off valve on the main ammonia gas pipeline that carries ammonia directly from the upper part of the liquid ammonia storage tank (where there are no transfer pumps) to the workshop? If so, what interlocks should be connected to it?
I think it’s necessary, as it’s linked to fires in the workshop. This needs to be discussed; we can’t just cut off the ammonia supply because of a fire outbreak or an incorrect reading from the instruments
It should be set to interlock with the minimum flow rate.
It should be interlocked with the high-flow setting.
In my opinion, if it is a shut-off valve in the SIS system, it should be linked to the fire conditions in the workshop in order to prevent the storage tank from continuing to supply gas in the event of an accident there; the linkage with high and low liquid levels should be a function implemented within the DCS
