Does a sight glass or flow meter with only one valve at the front end meet the specifications?

Devices such as automatic control valves, sight glasses, and flow meters are always installed in the form of valve assemblies during piping work. In some drawings, there is only one valve at the front end for the sight glass and flow meter, with no valve at the back end or one that is located quite far away – is such a design reasonable? Are there any relevant specifications that can be consulted?
Without any standards, less maintenance can be done in this way.
