The bottom of Tank 1 is 20 meters away from the top of Tank 2. The pressure in Tank 1 is currently around 20 kPa, and there is a 10-meter layer of fluid in Tank 2. Can the fluid in Tank 1 flow into Tank 2? As shown in the figure
The medium in Tank 1 can enter Tank 2.

Insufficient data: To accurately calculate the pressure at the top of tank #2, the diameter and approximate length of the connecting pipes are needed; for gravity-based transportation, it is necessary to maximize the pressure difference between the two sections. If 2# is at normal pressure, there should be no major problems.
The height of Tank 1 on the 20th was equivalent to 2 atmospheres, while the pressure in Tank 2 was less than 1 atmosphere; thus, the liquid level in Tank 1 could flow automatically into Tank 2. (Provided that the media in the two tanks are the same)
Is Tank 2 at atmospheric pressure? It appears to be a sealed tank from the diagram. Thinking too little will get you into trouble!
If the bottom of tank 1 is only 2 meters away from the top of tank 2, with all other conditions remaining unchanged, can it still be pressed in?
If the distance between 1# and 2# is only 2 meters, the pressure at 1# remains at 20 kPa and the liquid level at 2# is still 10 meters, is it still possible to push fluid in?
It should be possible; Tank No. 2 should have a venting device
