For a sewage pump with a head of 40m, there is a bottom valve in front of the pump, a self-priming tank, and a check valve behind the pump; when asked the designers, they said none of these can be omitted. Is it true?
Yes, this is the basic unit mode of the pump; each point has a different function
If a self-priming pump is chosen, a self-priming tank may not be necessary.
Ordinary centrifugal pumps do not have a self-priming function; a self-priming tank is required, and all components in the set you mentioned are necessary.

When the pump draws liquid from below the center line, a foot valve should be installed at the suction pipe end; the liquid can be drawn in through a filling pipe, or by using a self-priming tank, or via a vacuum pump – see the piping diagram for centrifugal pump suction. The relationship between ab is an ‘or’ relationship, not an ‘and’ relationship.
Regarding the way your images are provided, a and b are certainly in an OR relationship; a trinity is not necessary. However, based on your description on the first floor, it’s best to have all three. The main methods for a are the bottom valve (check function) and the liquid filling port of the pump. The main approach for b is the design of the self-priming tank height.
