According to clause 5.2.17 of the petrochemical regulations, can the plant control room be located within the plant? Does the plant include Class A buildings? So can the control room for the equipment be located inside a Class A factory building? Does this contradict clause 5.2.16?
There’s no contradiction here; control systems cannot be installed in Class A factories. Please pay close attention to the highlighted provisions in the regulations: 5.2.16 The control rooms, cabinet rooms, power distribution stations, laboratories, offices, etc., for equipment must not be located in the same building as rooms containing Class A or Class B equipment. When the control room of the facility is built together with other buildings, an independent fire compartment should be provided. 5.2.17 The control room, laboratory, offices, etc. of the facility should be located outside the facility itself, and it is advisable to have them arranged in a unified manner across the entire plant or in a specific area. When the control room, cabinet room, substation, laboratory, office, etc. of the installation are located within the installation itself, they should be placed on one side of the installation, outside the area at risk of explosion, and preferably on the downwind side of the direction in which flammable gases, liquefied hydrocarbons, and Class A and B equipment are most frequently blown throughout the year.
The control room can be located within the equipment, and the equipment itself could also be in a Class A plant, right? Can’t it be placed in a Class A factory building then? Isn’t that contradictory?
