Modification of foam pipes in acetic acid storage tanks

The company has atmospheric-pressure acetic acid storage tanks; due to design and installation defects, since their installation in 2011, there have been severe leaks at the interface where the foam pipes meet the tanks. Since there are only 2 storage tanks (11,000 each), it’s not possible to separate them, and welding work is also required. I’m not sure what solutions others might have
Prepare the construction plan: Due to the low liquid level in the tank, the flange bolts that connect the foam pipe to the tank were removed by hand-sawing; 316L bolts were used (with notches at their ends and holes drilled in them), and these bolts were inserted manually.
