If water is mixed with a small amount of toxic, harmful, flammable, and explosive substances, and the design pressure is 1.0, does such a pipeline qualify as a pressure pipeline?

The medium, of course. Additionally, regarding pressure, the maximum operating pressure is 0.1 MPa, which is not the design pressure. You need to see how much work pressure you have.

At present, the classification of pressure pipelines is still determined in accordance with the **Announcement by the General Administration of Quality Supervision, Inspection and Quarantine dated October 30, 2014, on the Revision of the ‘Catalogue of Special Equipment’ (No. 114 of 2014)**. As for the type of medium, the determination is still made in accordance with what is specified in Appendix A1 of the old standard \"TSG_D0001-2009_Safety Supervision Regulations for Pressure Piping – Industrial Piping\". Take a look at the specifications to see how to distinguish between substances that are toxic, flammable, and explosive.
The pipeline grade category should be GC2
