The poster needs to design an atmospheric pressure vessel with a design pressure of -0.5~2.7kpa, but as shown in the figure, the standard NB/T 47003.1 "Steel Welded Normal Pressure Vessels" does not seem to apply. So I want to ask two questions: 1. How to understand that the design pressure is zero? Does it mean open container? 2. If the design pressure is not zero, what standard should be used as the basis for design and manufacturing?

The design pressure is -0.5KPa, which is equal to -0.0005MPa. This value is much smaller than -0.02MPa and does not meet the standard range, so it is not applicable to NB/T 47003.1 "Steel Welded Atmospheric Pressure Vessels"
