Why are pressure pipelines not included in the identification of major hazard sources?

I would like to ask the experts: What is the basis for not including pressure pipelines in the identification of major hazard sources?
It wasn’t added early on; the general administration issued a specific explanation for that. Currently, only the hazardous chemical sodium is included.

The management of pressure pipelines is already chaotic, and it isn’t under the jurisdiction of the Safety Supervision Bureau.
Pressure pipelines are under the management of multiple departments, and the situation is chaotic at present; the Quality Supervision Bureau is responsible for industrial pipelines, while the Construction Bureau is in charge of public pipelines
It’s of no use; why worry about it? If the manufacturer of pressure vessels can be found, how can one find one for pipes? Of course, it doesn’t matter if no kickback can be obtained; P
Does the original poster think that working in design is too comfortable these days?
I think it’s not possible to do that just with pipes alone.
