Is the pump inlet pipeline a regulated pressure pipeline?

The pump inlet pipe has a diameter of DN50 or larger. The pump does not start because the pressure in the pipe ahead of the pump is either greater than 0.1 MPa or less than 0.1 MPa due to the difference in liquid levels. In these two cases, is the pipe ahead of the pump considered a pressure pipeline that is subject to regulations? Under operation, the pressure in the pipeline ahead of the pump is under negative pressure. For communication.
Personal suggestion: The problem lies in the design; adding a valve at the tank outlet will resolve this issue. Try not to let the pipeline before the pump become pressurized when it is not in use.
