Does the pressure drop at the inlet of the safety valve include the pressure drop of the rupture disc?

The specifications require that the pressure drop at the inlet of the safety valve must not exceed 3% of the set pressure; if a burst disc is installed at the inlet, is the pressure drop caused by that burst disc taken into account?
It includes the combined use of safety valves and rupture disks, with the rupture disks being placed in front of the safety valves
