A customer has requested outsourced production of chemicals. What are the procedures for this project? 1. Who is the entity responsible for carrying out the project? 2. The process is simple: several materials are mixed together at normal temperature and pressure and then packaged, with no reactions involved. 3. There are no modifications required for the plant buildings and equipment instruments; only a few minor pipeline modifications are needed. 4. Are all procedures such as project approval, feasibility study, safety assessment, environmental impact assessment, special reports, and the requirement of simultaneous implementation necessary to go through?
Consult local rating agencies. Permit requirements differ for hazardous chemicals projects and industrial and trade projects. As the producers, you are obviously the construction entities and bear the primary responsibility; outsourcing production is merely a commercial settlement method, with the production party holding the main responsibility.
Consult the company that conducted the safety assessment and environmental impact assessment for your organization; if it is confirmed that the process and products in question are the same as or similar to those already reported by your organization, then no further approval procedures are required. If there are differences, the consulting company will guide your organization on what to do.
