Safety valve issues

I would like to ask the more experienced colleagues: in the case of safety valve simulations, if the working medium is a gas, cannot we use thermal expansion for simulation? Instead, do we have to use fire scenarios? For liquid media, on the other hand, thermal expansion can be used for simulation； How are the safety valves on plate-fin heat exchangers in LNG simulated?
