Problems in water hammer calculation

I would like to ask everyone who uses software to simulate valve closing water hammer calculations. How should the valve closing time be determined? Ask the manufacturer? I heard before that there’s a rule of 1 second per inch based on experience. But I don’t know the specific source. Have you all heard of this claim? Do you know where it comes from?
