Why don’t the emission standards for atmospheric pollutants from boilers include emission rate indicators?

The comprehensive regulations set requirements for both concentration and rate, but boiler emissions only have requirements regarding emission concentration; therefore, can the concentration be reduced by blowing in air? I hope everyone can provide an answer.

How is it possible to allow air to pass through? The oxygen content needs to be taken into account
