Isn’t there a cooler between the stages of the third-stage compression? Doesn’t the cooler have an alarm? Also, excessive pressure of chlorine gas in the compressor can enter the lubricating oil system through the gas seal, causing the lubricating oil to acidify. There are many safety protection systems in place; the safety valves installed on the pipes you mentioned are part of these protective measures. You need to ensure that all the prior protections are in place before considering whether to add additional ones.
