There is a sentence on page 85 of “Industrial Pipeline Layout Design and Engineering Applications” – is it reasonable?
I’m not sure what this phrase is supposed to convey according to the standards The layout of the torches typically takes into account a 90-m fire separation distance, which is already quite far.
That makes sense; the flare gas liquid separation tank is at some distance from the flare, and it’s necessary to ensure that this separation tank is also kept away from other process equipment
The flare gas separation tank should be located far away from the process plant area and process equipment. When designing it, attention is paid to the wind direction in the location of the factory; a fire protection distance of around 90 meters as specified for flares ensures that production safety in the factory is not compromised.
Some flare gas liquid separation tanks are located near the BL line in the plant area or under utility tunnels; according to the specifications, such liquid separation tanks that are situated near the BL line in the plant area or under utility tunnels must be kept at a distance from other process equipment in the plant.

If standardization is necessary, you can refer to API STD 521 Pressure-Relieving and Depressuring Systems 6th Edition_2014y, section 4.3.14 Plant Fires.
It is specified in China’s standard \"Design and Engineering Applications for Industrial Pipeline Installation\" as well as in the foreign standard API STD 521
I checked API521, version 6, but couldn’t find clause 4.3.14
