Can an Class A device (similar to a complete set of equipment) be used to house explosion-proof electrical equipment and control cabinets? Is this compliant?

Just make it into a single, explosion-proof control cabinet
The explosion-proof control cabinet that comes with the equipment is fine. Even basic distribution cabinets in Class A areas may not be sufficient for positive pressure ventilation; the requirements are becoming increasingly strict
The equipment area is quite large; in fact, it’s a bit of a stretch to consider it as a whole

More or less; anything that doesn’t necessarily need to be on-site should not be there. Explosion-proof control cabinets for the individual control of certain machinery, such as those used in refrigeration units or other types of equipment, can be installed on-site
Sure. The explosion-proof requirements of the installation site must be met. Such as the control cabinets of large-scale units.
