Currently, the safety valve for circulating water is a manual valve combined with a pressure relief valve; it freezes in winter. If the section of pipe containing the pressure relief valve is removed and the safety valve is installed directly on the manual valve, I would like to know whether this is feasible. There is an elbow in front of the manual valve, and the total length of this elbow and the surrounding area is approximately 15 centimeters. I would like to ask how short this dead zone needs to be in order to prevent freezing, without the use of any heating. Thank you!

Based on my many years of experience with heat tracing, pipes with leaks or bends that lack heat tracing will freeze no matter how short they are.
