Recently, the chemical new materials pilot platform of Shenyang Sinochem New Materials Technology Co., Ltd. was successfully included in the Ministry of Industry and Information Technology’s list of the first batch of **-level manufacturing pilot platforms. This platform system has established a pilot \"testing ground\" for common technologies in the low-risk production of fine chemicals, ensuring the viability and stability of such production technologies. It will primarily serve industries such as pesticides and dyes, aiming to address issues in traditional production methods in these fields, including large inventory levels of materials, high risks, and low conversion rates. The chemical industry has high requirements regarding the intrinsic safety of technologies; it is characterized by numerous hazardous processes, complex reaction conditions, and insufficient engineering capabilities. These factors not only hinder technological innovation and industrial upgrading within the industry but also affect the efficiency of translating scientific and technical achievements into practical applications. Leveraging its technical advantages in microchannels and reaction risk control, this pilot platform provides chemical companies with efficient testing and pilot production support during the product development phase. Through the establishment of three sub-platforms – a hydrogenation technology platform, a polymerization technology platform, and small-scale pilot production equipment (Mini-plant) – it helps enterprises verify the feasibility of optimized technologies and accelerates the transformation of scientific and technological achievements. This pilot platform is equipped with production and living facilities such as a pilot workshop for new chemical materials, a pilot workshop for fine chemicals, and a multi-functional hydrogenation pilot platform. It is capable of supporting the research and development of more than 15 pilot products as well as the incubation of related products, and to date, pilot testing has been completed for 23 products. To date, the platform has put into use over 3,000 sets of equipment, built with advanced flexible systems. Thanks to its comprehensive management system and standardized operation mechanisms, it focuses on developing new technologies, creating new products, and fostering new industries, thus becoming a smart innovation platform that covers the entire value chain of the fine chemicals industry. Leveraging the successful experience of its **-level pilot platform for chemical new materials, Shenyang Sinochem New Materials Technology Co., Ltd. has established a \"1+2\" efficient operation mechanism. This mechanism facilitates the entire innovation process, from laboratory-scale testing and pilot-scale development to the industrialization of the final products. It not only helps to protect the legitimate rights and interests of all parties involved in industry-university-research cooperation but also creates a strong self-sustaining capacity through a dual-driven approach that combines external services with internal transformation, thereby ensuring the sustainable development of the platform. Gong Wei, manager of the Technology Center at Shenyang Sinochem New Materials Technology Co., Ltd., said that this platform can help enterprises quickly screen and optimize production technologies, provide a sharing service platform, and accelerate the verification and dissemination of low-risk chemical technologies, which is of great significance for promoting the sustainable development of the fine chemicals industry. The platform is scheduled to complete the development of three sub-platforms by the end of 2026: the hydrogenation technology platform, the polymerization technology platform, and the Mini-plant. It will also further strengthen its capabilities in pilot-scale testing, so as to meet domestic demand in this area and contribute to the high-quality development of China’s chemical new materials industry. In the future, this pilot platform will be developed in three aspects. First, deeply establish a chemical safety management system to enhance the intrinsic safety of processes. In the face of challenges related to chemical safety and the complex requirements for reaction risk analysis and assessment, this platform will start by focusing on the application and optimization of continuous flow processes. Through reaction risk analysis and assessment, as well as innovations that make use of microchannels and other technologies to reduce risks, it will promote the green and low-carbon development of the fine chemicals industry. Second, establish a collaborative mechanism of “demand-driven development—technical innovation—scenario validation” to achieve self-sufficiency and control over key common technologies. Driven by **major strategic needs, this pilot platform is committed to overcoming the bottlenecks in low-risk, common technologies in strategic fields such as high-end electronic chemicals and the synthesis of special resins. By systematically developing key common technologies, it aims to serve as a hub for innovation. Third, accelerate research and development on low-risk, green, and energy-saving technologies for key products in order to enhance their added value and competitiveness. This platform is aimed at promoting the advancement of the fine chemicals industry by developing a specialized and high-quality product portfolio. It strives to overcome a series of key technical barriers, so that the performance of its products can match international standards, thereby breaking the market monopoly held by imported products and providing strong support for the successful implementation of major strategic initiatives.
