I would like to ask: Can someone with GC2 qualification for pressure pipelines design GC3 class pipelines? The licensing rules only state that GC1 can cover GC2 and GC3; so can GC2 cover GC3?

The Quality Supervision Bureau and the Special Inspection Institute generally examine the level of installation qualifications. But once a problem arises, liability may be imposed for designing beyond the approved scope. We chose gc2gc3 from the start precisely to avoid this situation.
