Handwheel valve

Our facility has a very important valve equipped with a handwheel. The valve is now having problems – the instrument air in the lower cylinder is leaking. I plan to use the handwheel to lock it in place so that it cannot be closed. May I ask everyone: once it’s locked, the valve certainly can’t be closed, but can it still be opened? If it’s possible, why?
I have seen such a design on three-way control valves; it relates to the issue of one-way limitation of the handwheel, which does not apply to the other direction. Additionally, in cylinders, the switching usually involves applying pressure to one side while removing pressure from the other. For double-acting cylinder valves, it comes down to achieving pressure balance; I think this is achievable and worth trying.
Check whether this valve is in the fault-open or fault-closed state, and also look at the location of the leak
