Buy a cheap water meter (with a filter at the front is ideal); it doesn’t require electricity, but someone needs to read it manually. Of course, there are also remote-read versions available. Get an electromagnetic flowmeter if it’s a bit more expensive.

The pipe is DN100; the flow rate isn’t clear, but based on the water treatment capacity, it should be 60 cubic meters per hour
