The E+H electromagnetic flowmeter shows flow rate as soon as it is turned on

After installation, when it was turned on, a flow rate of 7 L/MIN was displayed; this value kept fluctuating, and no alarm was triggered； The flow meter is installed vertically; when I fill the pipe with water, the flow reading is 0, which is normal. Could it be due to an empty pipe? I have set the air management detection to ON STANDARD; there are alarms for low flow in the meter, but an alarm is still triggered when there is water in the pipeline. What’s going on? Is something not set correctly?
Check whether the grounding is properly connected; if not, cut off the flow at a low level
