Which software can conveniently calculate the maximum flow rate of a control valve based on the medium properties and the Cv value provided by the manufacturer?

It seems that the required Cv value for the control valve can only be calculated based on the known operating conditions. However, after sending out a request for quotes, the manufacturer provided a Cv value. How can this Cv value, along with the known properties of the medium, be used to determine what the maximum flow rate will be in case the control valve fails?
