II. Relevant departments and units shall go to the financial department to complete the procedures for canceling financial invoices. The aforementioned administrative and service fees owed from previous years shall be collected in full by the relevant departments and units, and remitted in their entirety to the state treasury through the channels specified by the financial authorities. III. After the cancellation, suspension, or reduction of the aforementioned administrative and service fees, the relevant funds required for the competent departments and units to carry out their management functions in accordance with the law shall be covered by the financial budget at the same level, so as not to impede the fulfillment of their duties as mandated by law. Among them, the expenses related to administrative units and those that receive financial subsidies are included in the budgets of the respective units to ensure funding ; The relevant funding expenditures for institutions that cover their own costs are addressed by allocating funds through the project expenditures of their superior supervising authorities. The central government addresses the funding needs of financially struggling areas through general transfer payments. IV. The financial departments of various provinces, autonomous regions, and municipalities directly under the Central Government, in conjunction with relevant departments, shall conduct a comprehensive review of the administrative and institutional fee policies implemented in their respective regions, and submit a report on the results of this review and standardization by April 30, 2017, to the Ministry of Finance. For administrative and institutional fees that truly need to be retained, a catalog management system should be implemented to allow for active oversight by society. Regarding the administrative and service fees established by the central government, they must be implemented in strict accordance with **the relevant regulations; it is not allowed to change the scope of collection or the standards for collection, nor to impose any additional fees. V. All regions, relevant departments, and units should use media such as radio, television, newspapers, and the Internet to strengthen the promotion and explanation of policies, release information in a timely manner, and guide public opinion. VI. All regions, relevant departments, and units shall strictly comply with the regulations on administrative and institutional fees; for such fees that need to be abolished, suspended, or reduced, they must not delay or refuse to implement them under any pretext. Relevant departments should strengthen the supervision and inspection of the implementation of policies, and those who violate the regulations shall be dealt with in accordance with laws and administrative regulations such as the Budget Law, the Price Law, and the Regulations on Penalties for Financial Violations. The usage period shall not exceed 6 years (for diameters of 15–25 mm) or 4 years (for diameters >25–50 mm), after which it must be replaced. Used for trade settlement: measurement of water consumption (e.g., cold water meters, hot water meters). 24 Flow meters (48) – Periodic calibration of liquid flow meters is used for trade settlement: measurement of liquid flow. Used for environmental monitoring: monitoring of wastewater discharge. (49) Periodic calibration of gas flow meters is used for trade settlement: the measurement of gas flow. For medical use: Measurement of oxygen flow rate in medical oxygen cylinders. (50) Periodic calibration of steam flow meters is used for trade settlement: the measurement of steam flow. 25 Pressure gauges (51) Periodic calibration of pressure gauges is used for safety protection: 1. Measurement at the main boiler cylinder and water supply pressure areas ; 2. Measurement of the pressure in the air reservoir and main pipes of fixed air compressors ; 3. Measurement of oil pressure in generators and turbines as well as locomotive pressure ; 4. Measurement of pressure in medical autoclaves and pressure cookers ; 5. Pressure measurement with alarm device ; 6. Measurement of pressure in sealed pressurized containers ; 7. Measurement of pressure in harmful, toxic, and highly corrosive media. (For example: Bourdon tube pressure gauges, electric remote transmission and electrical contact pressure gauges) (52) Periodic calibration of wind pressure gauges is used for safety purposes: to measure wind pressure and wind speed in mine tunnels. (For example: mine air pressure gauges, mine wind speed meters) (53) Periodic calibration of oxygen gauges is used for safety protection: 1. Measurement of the oxygen pressure for monitoring during the filling of oxygen cylinders ; 2. Measurement of oxygen pressure, which is explosive and poses a safety risk during the manufacturing process. For medical and health use: Measurement of oxygen pressure in float-type oxygen inhalers and oxygen supply devices used for oxygen delivery in hospitals. 31 32 Vibration meters, electricity meters (60). Periodic calibration of vibration monitors is used for safety protection; it is also employed for environmental monitoring, as well as for the detection of vibrations from mechanical, electrical, and other devices that pose a threat to human safety and health. (61) Single-phase electricity meter: Industrial single-phase electricity meter and domestic single-phase electricity meter. Periodic calibration is only performed for the initial calibration; the service life shall not exceed 5 years (for single-gem bearings) or 10 years (for double-gem bearings), after which they must be replaced. Used for trade settlement: measurement of electricity consumption. (62) The periodic calibration of the three types of electricity meters is used for trade settlement: the measurement of electricity consumption. (63) Periodic calibration of time-of-use metering electricity meters is used for trade settlement: the measurement of electricity consumption. 33 Current transformer meters (64): Periodic calibration of current transformers is used for trade settlement; as an auxiliary device to electricity meters, they are used to measure electricity consumption. (65) Periodic calibration of voltage transformers is used for trade settlement: as an auxiliary device to electricity meters, it is used for measuring electricity consumption. 34 Insulation resistance and ground resistance meters (66) Periodic calibration of insulation resistance meters is used for safety protection: measurement of insulation resistance values. (67) Periodic calibration of ground resistance meters is used for safety protection: to measure the ground resistance values of electrical equipment, lightning protection systems, etc. 46 Gas meters (92) – Periodic calibration of gas detectors is used for safety protection: to measure the concentration of combustible gases. Metering fees (i.e., fees for administrative approval and mandatory calibration).
