Interference between the level gauge fork and the equipment’s NPS fitting

The level gauge fork interferes with the NPS piping of the heat exchanger equipment – how to deal with this? The straight section of Equipment NPS is 24.5, and it shrinks to 22.88 after welding; the diameter of the level gauge’s fork is 22.8. Which party is responsible? How to repair the level gauge fork and heat exchanger equipment to address this issue?
Needless to say, it’s a problem with the heat exchanger manufacturers – issues such as weld beads appearing on the inner wall after pipe fitting welding. Ordinary equipment can be cut off and rewelded to ensure a smooth interior surface of the pipe fitting.
