How is it determined that the degree of automation in chemical processing processes does not meet the standards?

The recent facilities in this park have all been found to not meet the required level of automation, so they had to suspend operations for improvements. I’m just wondering if there are any standards that can be used as a reference, and how these facilities can be modified to meet those standards

Must operations be halted for rectification if the level of automation does not meet the standards?
What about our batch-type gap method production equipment?
The level of automation is not up to standard; in many cases, there are deficiencies in terms of safety, such as the absence of safety devices like Safety Instrumented Systems (SIS), Emergency Shutdown Systems (ESD), and automatic shut-off valves (MP panels), as well as proper implementation of such systems.
