Why are ball valves preferred as control valves?

Section 11.2 of HG/T20507-2014 states that ball valves should be given priority. Why say that?
Giving priority to ball valves is conditional.
The ball valve in Chinese corresponds to two terms in English: \"ball\" and \"globe\". The former provides good sealing, while the latter is better suited for regulation, and is often used in control valves.
It has good sealing properties and is not prone to leakage; flow regulation is accurate and straightforward.
V-ball valves offer excellent sealing properties as well as good control capabilities, and in some cases they can reduce the need to invest in a separate shut-off valve. However, the price of a single-regulation ball valve is significantly higher than that of a single-seat valve. Moreover, the repair cost is very high once the ball’s core is damaged.
