Is the mass flow meter inaccurate?

We produce phosgene through a reaction between CO and Cl2; it is necessary to control the excess amount of CO (with a molar ratio of 1.05:1). However, after starting up the process, it was found that the ratio was incorrect. We reduced the feed amount of CO continuously, but chlorination still did not occur. The flow meter is from Rosemount, and the meter itself has been preliminarily checked and found to be fine; the problem is that the flow rate is incorrect. The molar ratio has now dropped to 0.9 – where does this error come from?
How large is the instantaneous flow rate? Check the zero point if the conditions are met.
