Why is the remote transmitted current signal of a metal tube float flow meter higher than the on-site indication?

For a gas flow meter with a capacity of 200 cubic meters, the on-site reading shows 80 cubic meters, while the current signal indicates 11 mA (in a 4-20 mA range). What could be the reason for this?
The mechanical zero (range) of the flow meter does not match the remote zero (range).
First, set the float and pointer to zero, and check whether the output is 4mA
