May I ask if the location where the instruments are installed is determined by the process designers? Should it still be the instrument designer to decide? Are there **standards?
In my opinion, since the installation location of the instruments can determine the accuracy and stability of measurement and control, it is up to the instrument technicians to decide on the specific location, but they should take into account the suggestions of the process engineers and strive to meet their requirements.
Those that require process specification should have it defined through the relevant process; those that don’t need such specification should be decided by others, such as equipment, instrumentation, electrical systems, management, etc.
Normally, the liquid installation is below the sampling point, while the gas installation is above the sampling point

First are the conditions for enlarging the process (installation location, etc.); if the instrument indicates any issues, these can be discussed and determined.
The approximate location is determined by the manufacturing process, with detailed specifications provided by the instruments; however, the manufacturing team does not know the installation standards for these instruments, so confirmation from the instrument manufacturers is needed
There are standard requirements for valves and instruments; I recall that in the trainer materials for engineers, pipe pressure gauges should be horizontal or below the horizontal center line. It involves measurement accuracy and safety
As far as I know, the process for determining the locations where the measurement points will be installed is roughly as follows: 1. First, the process package provides an initial version of the flow diagram, during which the approximate locations of the instrument measurement points are determined (they are simply marked on the pipelines and equipment, for the main instruments). 2. During the PID design phase in the design institute (different versions are used by various institutes), the process and instrumentation teams work together to determine the locations of the measurement points on the PID diagram (which are also marked on the pipelines and equipment shown in the PID diagram). 3. In the piping design stage, the piping team determines the exact locations of the measurement points based on the PID diagram and the design specifications provided by the instrumentation team. During this period, there will be drawing reviews and professional consultations. 4. During the on-site construction phase, any issues identified during drawing reviews and construction will be addressed through revisions in collaboration with the design team.
