Difference between reference density and operating density

As the title suggests, I came across these two terms in a instrument data sheet. I’m not sure what the difference between them is; however, the values for baseline density and operating density in the same sheet are different. How should this be understood?
Under normal conditions: Operating density refers to the density under specific operating conditions, while reference density refers to the density under standard operating conditions
Operating density refers to the density ratio of several materials during operation (the ratio may vary within a certain range); it is the density under operating conditions. Baseline density refers to the density of several materials when they are in their standard ratio, that is, the density under standard operating conditions.
In the data sheet provided to me by the design institute, these two values differ by more than 20 times – is this normal?
Normal. The key is whether the process requires mass under operating conditions and mass under baseline conditions
