Is it considered a violation to carry out automatic control design for high-level processes without relying on HAZOP analysis as a basis? Could there be any liability associated with this?

Normally, it should be the process engineering team that submits a request to the control engineering team; the control engineering team then carries out the design based on that request. After the preliminary design is completed, a HAZOP analysis agency conducts a HAZOP analysis of the PID diagrams in the preliminary design documents, proposes corrective measures, and modifies the design documents accordingly
