Can a orifice plate flow meter, whose throttling element is used to measure gases, not be used to measure liquid flow? Why? Is it related to the factory design parameters? They all look the same

The throttling devices and control valves of instruments are all designed specifically for each application, with their specifications determined based on process conditions such as the medium, pressure, temperature, and piping. Not to mention the incompatibility between liquids and gases, even for the same liquid, within the same pipeline but at different pressures or temperatures, the throttling devices will also be different!
