Regulation No. 3116 issued by the Chief Safety Officer stipulates that as of January 1, 2018, safety instrument systems must be installed for all projects classified as two key types and one major type Is this implemented everywhere? Does a facility that has only one storage tank containing hazardous chemicals under strict supervision also need to install an SIS?
Shandong has been implementing these measures; most of the large enterprises have completed their renovations. Last year there was a focus on environmental protection issues, and this year the emphasis is on safety. Since there are clear regulations in place, they must be followed. Since last year, numerous renovation projects have been carried out here, and a major inspection is scheduled for June. If everything required isn’t in place, then those enterprises will be shut down! No mercy.
We designed and modified everything in full accordance with the requirements; all the new units completed last year met those standards. The old units began to be modified from the previous year, and the modification work was completed by the end of last year.
All new installations must follow this procedure, while older installations can have the deadline extended.
It needs to be installed sooner or later; I also need to install it as part of the chemical industry improvement efforts here. Without installation, there will be no approval, and production cannot proceed. So, it would be convenient to install it earlier if the conditions permit
How do I install it? Where should I find a manufacturer? Are there any manufacturers that specialize in SIS?

The company’s design institute conducts a risk analysis; in accordance with the document requirements and taking into account the opinions of the safety supervision agency, it determines the list of tank areas that require a new SIS system as well as the list of I/O components to be integrated into the SIS system, after which orders are placed for the necessary modifications. As required by the documents, if an emergency shut-off valve is needed, a design data sheet for the shut-off valve must be prepared, and it must be ordered for modification.

The general procedure here is to identify the points that require LOPA analysis based on the HAZOP report; from the LOPA report, it is determined which interlock circuits need to be integrated into the SIS (PS: Those specified in Document No. 116 as requiring inclusion in the SIS obviously don’t need further consideration: lol). After that, the I/O list and instrument selections are determined, followed by placing orders.
