What does it mean that the local pressure gauge should be equipped with a stainless steel stop-and-relief valve?

This should be said under specific conditions, that is, what the pressure gauge is used to measure and the operating conditions. To say it so generally, there’s no way to answer.

It’s a pressure gauge used on-site; it isn’t involved in any automated control systems, it’s not some attractive device, and no one watches it constantly. Whether there’s such a gauge or not, you still get your salary, right? So, whether to equip the pressure gauge with a valve or not – you can decide to do so if you want; you can use iron, copper, plastic, whatever you like. Why must it be stainless steel? It’s completely messed up. If you don’t want to have a valve, then fine, no valve needed. On the gas and water supply pipes, I’ve seen many pipes without valves, and when they break, no one cares about it. No one, not even the gods, can stop you from doing what you want.
I understand it’s to provide a drain port for the pressure gauge, similar to a multi-way valve. Used for pressure relief when disassembling the table
I can understand it as a two-valve assembly, with one path for pressure sampling and another for venting
