The Safety Instrumented System (hereinafter referred to as SIS) is independent of the process control system; it remains in a dormant or inactive state during normal operation. Once a situation arises in the production facility that could lead to a safety accident, it can act instantly and accurately to safely stop the production process or automatically bring it into a predetermined safe state. It must possess high reliability (i.e., functional safety) as well as proper maintenance and management. If the SIS fails, it can often result in serious safety accidents. The \"Guiding Opinions of the State Administration of Work Safety on Strengthening the Management of Safety Instrumented Systems in the Chemical Industry\" (An Jian Zong Guan San [2014] No. 116) require that efforts be made from the outset to standardize the management of safety instrumented systems in new projects, and that progress be made in assessing the safety instrumented systems already in use.
