Can a float flow meter be used in negative pressure conditions?

RT said it can’t be used either, claiming that it will stay stuck in place; but I don’t understand this – there isn’t much pressure difference between the inlet and outlet pressure, so how can it stay stuck?
As long as there is a pressure difference between the inlet and outlet, with the absolute pressure at the inlet being greater than that at the outlet, that is sufficient
