Order No. 40 of the State Administration of Work Safety – Interim Provisions on the Supervision and Management of Major Hazard Sources of Hazardous Chemicals, Article 13: (1) For major hazard sources of Grade 1 or Grade 2, an emergency shutdown function is required; (II) Automated control systems for chemical production facilities and equipment involving major hazard sources that meet safety production requirements ; For major hazard sources of level 1 or 2, an emergency shutdown system is required ; I would like to ask the experts: Do the terms “emergency shutdown function” and “emergency shutdown system” refer to the DCS interlock shutdown system or the ESD shutdown system?

Both the ESD shutdown system and the SIS system are emergency shutdown functions

Automation control systems for chemical production facilities that represent major hazard sources and meet the requirements for safe production; For Class 1 or Class 2 major hazard sources, an emergency shutdown system must be installed: An ESD system is required; there is no mandatory requirement for SIL certification. This includes transmitters and isolation valves (in accordance with Order No. 40), but it is also necessary to take into account the results of the SIL classification (in accordance with Document No. 116), and the design and selection should be carried out based on the higher of the two SIL levels ; 2 For major hazard sources of level 1 or 2 involving toxic gases, liquefied gases, or highly toxic liquids, an independent Safety Instrumented System (SIS) must be installed; such a SIS system must have SIL certification, and the corresponding transmitters and valves must be designed and selected based on the results of the SIL classification ; 3 Major hazard sources of level 3 or 4 (in the absence of special requirements per Order No. 40, design and selection are carried out based on the SIL rating results per Document No. 116; the design and selection are done according to the higher of the two SIL levels).
