How is compressed air billed?

I have a large air compressor, the kind that is 3 kilowatts powerful. If someone wants to use the air, they have to pay money. How should I charge them? What’s the market rate?
It’s a small compressor; it’s like renting one, and when the rental cost is too high, people just buy their own； So, with an appropriate rent, a win-win situation can be achieved.
It’s 3,000 kilowatts, right? 3 kilowatts is way too low
