The air compressor uses a vent valve to prevent surging, with a margin of 10% set between the control line and the surge line. What are the conditions under which all such vent valves should be closed? Is it still determined by reaching a certain flow margin?

The original poster is referring to an air compressor, not some kind of hydrogen circulation compressor. The operating point is to the right of the margin line, and the control mode is automatic. It is not wrong to understand it using a single-loop control system.
The operating point must not exceed the anti-surge control line; once it does, either proportional control takes effect, or PID regulation takes effect, or a preset opening degree is applied – in any case, the valve must be opened to a certain degree in order to shift the operating point to the right of the anti-surge line
