Difference between IE grounding and PE grounding

Hello, everyone on this forum. Recently, while working on the grounding of instrument panels, I encountered a problem. It is known that the IE grounding refers to the working grounding, that is, the shielding grounding, with a separate grounding circuit established separately from PE. Yet, in the end, the terminal of IE is still connected to the PE grounding terminal. Since it ultimately connects to the PE grounding terminal, why can’t it be directly connected to the PE grounding circuit? Is there anyone who can give an answer?
The purpose is to prevent failures in the working ground wire or ground main, which could lead to an increase in connection resistance and the formation of a loop current between PE and the working ground.
