Problems with liquid level control in waste heat boilers

I have a waste heat boiler installed, and on the DCS I can see that there are controls for the liquid level as well as controls related to the steam drum. I’m not sure what the difference between these two types of control is, nor which one is generally used. Thank you; please share your insights
The drum control should refer to three-pulse control, while the level control refers to cascade or single control.
